Ukraine Bans Telegram on State Devices Due to Russian Cybersecurity Threats

Ukraine has banned the use of the Telegram messaging app on state-issued devices for government officials, military personnel, and critical infrastructure employees. The move, aimed at strengthening national security during the war with Russia, was confirmed by Ukraine’s National Cybersecurity Coordination Center.

The ban, announced by the Security and Defense Council of Ukraine on Friday, restricts government workers and defense employees from installing or using Telegram on any official device. It follows warnings from Ukraine’s Security Service and the General Staff of the Armed Forces, who revealed that Russia has been exploiting the app for a range of malicious activities. According to their reports, Russian cyber forces are using Telegram to launch cyberattacks, send phishing messages, spread malware, and track user locations. These vulnerabilities have even been linked to aiding missile strike calibrations.

Why Telegram Poses a Risk

Telegram is widely used in Ukraine for various purposes, from daily messaging to following war-related news and updates on Russian air raids. It is also a key platform for government communication with the public. President Volodymyr Zelenskyy regularly uses the app to share wartime updates and engage with citizens. While it remains a critical tool for mass communication, concerns have been mounting over the security of the platform, especially given Russia’s demonstrated ability to weaponize digital platforms during the ongoing conflict.

Ukraine’s intelligence officials, including Kyrylo Budanov, the country’s intelligence chief, have expressed serious concerns over the app’s security. Budanov stated that Russian intelligence services are capable of accessing not only the personal messages of Telegram users, but even those messages that have been deleted. He further warned that the app exposes sensitive user data, which could be exploited by Russian operatives.

"The issue with Telegram isn't about free speech. It’s about national security," Budanov emphasized, pointing out the broader risks of continued use by state employees on official devices.

Exception for Official Duty Use

Despite the ban, an exception will be made for those who require Telegram for official duties. This means that while government employees and military staff cannot use the app on state devices, those who need the app for their official tasks will be permitted under strict monitoring. Ordinary citizens, meanwhile, are free to continue using Telegram on their personal devices.

A Popular App in Wartime

Even though Telegram is now banned on state devices, its popularity among Ukrainians remains high. It’s not just used for casual communication, but also for critical updates, such as warnings of airstrikes or missile threats. During the ongoing conflict, the app has become one of the most trusted sources for real-time information. Ukrainian officials have leveraged Telegram to engage the public directly, providing vital updates in a fast and accessible way.

However, the concern is that Telegram’s vulnerabilities make it easier for Russian intelligence to gather sensitive data and use it against Ukrainian targets. In a war where digital warfare is playing an increasingly pivotal role, Ukraine's move to restrict the app is seen as a proactive measure to limit potential exploitation.

Tougher Measures Against Russian Cyber Risks

The ban on Telegram is just one part of Ukraine's broader efforts to tighten security in the face of persistent Russian cyber threats. Since the war began, Russian hackers have targeted Ukraine’s infrastructure, attempting to compromise systems and gather sensitive data. By restricting the use of vulnerable apps like Telegram on state devices, Ukraine is taking proactive steps to prevent cyber exploitation and protect critical information.

In conclusion, Ukraine’s decision to ban Telegram on official devices underscores the growing importance of cybersecurity during wartime. While the app remains a vital communication tool for many Ukrainians, safeguarding the nation’s sensitive information and preventing cyber exploitation by Russia has become a top priority.
